MOU Signing with German National Industry Association
Biocom California signed a memorandum of understanding (MOU) with Bundesverband der Pharmazeutischen Industrie e.V. (BPI), Germany’s national industry association representing the pharmaceutical industry. The MOU is intended to drive growth, foster innovation and create new opportunities for member companies of both organizations. We will work together to facilitate access to funding prospects and regulatory access for their respective members, as well as enhance coordination between government officials who support the global life science industry.

CEO Summits Held Across California
For the past seven years, our annual CEO Summits have brought together industry leaders to foster connections, build new relationships and offer invaluable insights. Due to the overwhelming success of previous summits, we’ve expanded this year to host events throughout California—starting in Greater Los Angeles on October 9, followed by the Bay Area on October 25 and San Diego on November 7. We invite life science CEOs from across the state to explore the curated lineup of speakers at their respective locations and join us to engage with peers, expand networks and stay at the forefront of the ever-evolving life science landscape.

- Amgen shared Phase 3 data on its drug for eczema.
- Axcelead Drug Discovery Partners entered a strategic research and collaboration agreement with Lilly on multiple drug discovery programs.
- Cytiva will donate $1 to the Breast Cancer Research Foundation for every package of select consumable lab and research products that are purchased in the month of October (up to $270,000).
- Grenova’s tip and plate washing systems are enabling laboratories to significantly reduce their reliance on single-use plastics with a study showing that using a Grenova tip washer to clean pipette tips resulted in over $24,000 savings annually.
- Sapient contributed to a groundbreaking study on human liver metabolism published in Nature Metabolism detailing an innovative approach for assaying metabolic activities in intact human liver tissue.
- Servicon lays out good manufacturing practices (GMP) standards and key solutions to recruit, train and retain top cleaning technicians.
- Stem Cell Implants announced it has completed prototypes of its allogenic bone graft product and stem cell hybrid implant product for use in dentistry.
- Takara Bio USA launched its SmartChip ND Real-Time PCR System, an automated, research-use-only, high-throughput qPCR solution for monitoring antimicrobial resistance, supporting efforts to ensure environmental safety and sustainability.
- TriLink Biotechnologies is partnering with Alphazyme to launch CleanScribe RNA Polymerase, a novel enzyme that reduces double-stranded RNA in mRNA production.
- Teresaki Institute received a multi-million grant from the NIH to advance research in organ transplantation research and antibody-mediated rejection.
- UC San Diego Extension is offering a biomarkers course led by industry experts who will dive into the future of clinical diagnosis and drug discovery.
- Xencor closed its public offering, raising $201 million, with plans to use the net proceeds for research and development, capital expenditures and working capital.

BIOSECURE Act Passes House of Representatives
On September 9, the House of Representatives passed the BIOSECURE Act by a vote of 306-81, with 44 not voting. The Senate has expressed similar interest in this bill and they are considering adding it to their version of the National Defense Authorization Act (NDAA). Biocom California has not taken a position on the bill due to a lack of consensus among our members, but supports the national security objectives while also working with Congress to ensure our members’ supply chains are not abruptly disrupted.

Bill to Maintain Beyond Benefits Trust Signed into Law
Assembly Bill 2072, authored by Assemblymember Akilah Weber, has been signed into law by Gov. Gavin Newsom. Biocom California has been working with the legislature and the California Department of Managed Healthcare for years to ensure the Beyond Benefits Health Trust can continue offering excellent health coverage to life science companies. AB 2072, which extends the authorization date to January 1, 2030, allows qualified life science companies to continue offering affordable, high-quality health insurance to their employees through our association health plan, allowing small- and mid-sized life science companies to compete with larger companies for talent. Renewal of the authorization is a priority, as these companies are the lifeblood of the industry.

Carlsbad Climate Plan Could Require 100% Building Electrification
The Carlsbad Planning Commission is in the process of updating the city’s Climate Action Plan (CAP). Biocom California submitted a letter related to a potential “reach code”—a policy that would require 100% building electrification. We will continue to engage on the CAP as it moves through the legislative process in Carlsbad; this will tentatively go back to the Planning Commission as an action item in October.

San Francisco Proposal Would Ban Labs in Urban Mixed-Use Zones
San Francisco County Supervisor Shamann Walton is proposing legislation disallowing lab uses in urban mixed-use zoning areas, which would be detrimental to the life science industry. Our staff is working with the Board of Supervisors and planning commission recommending disapproval of the legislation.

Meet the Inspector Series Brings Local Inspectors to Members
We wrapped up our statewide Meet the Inspector series with a final workshop in Los Angeles. The series brings local agencies and members together to develop relationships outside of the permit process. Los Angeles members heard from utility, building and engineering officials about inspection trends, common violations and regulatory updates.
