Biden Administration Announces Project NextGen
This week, the Biden Administration announced a $5 billion program called Project NextGen at HHS to incentivize the development of the next generation of vaccines and treatments for COVID-19. The funding would support research and development for new monoclonal antibody products, vaccines that produce mucosal immunity, and pan-covid vaccines.

COVID-19 Public Health Emergency Transition
On April 10, President Biden signed a bill ending the COVID-19 national emergency declaration. While the public health emergency (PHE) is still planned to expire on May 11, federal agencies have already begun issuing transition plans for their pandemic policies. The Food and Drug Administration recently published two transition plans for COVID-19-related medical device products and the Centers for Medicare & Medicaid Services released a fact sheet outlining the transition policies for COVID-19 vaccines, testing, and treatments, telehealth services, healthcare access, and more.

San Diego County Board of Supervisors Urge Fletcher to Resign
The top story in San Diego over the past few weeks has been the fallout from a lawsuit filed against Supervisor Nathan Fletcher alleging harassment by a former employee of the Metropolitan Transit System, where Fletcher was chair. He subsequently announced his resignation from the Board of Supervisors, effective May 15. His colleagues on the board unanimously voted on Tuesday in favor of a resolution of no confidence in Fletcher and urged his immediate resignation. Another special meeting is planned for May 2 to consider a successor to represent District 4.

Efforts to Recall LA Councilmember Kevin de Leon Fail
A campaign to recall LA Councilmember Kevin de Leon failed to gather enough signatures to put it on a ballot, falling short by about 10,000 signatures. This is the fourth attempt at recalling Councilmember de Leon, and directly related to his participation in the leaked audio-recorded conversation between then Councilmembers Nury Martinez, Gil Cedillo, de Leon, and a labor leader. De Leon has defied continued calls for his resignation but has been censured by the LA City Council and stripped of many committee assignments.

Bill Aims to Increase Relocatable Housing in the Bay Area
Senator Josh Becker’s SB 1094 aims to offer a financial boost to cities that have failed to meet their obligations for affordable housing under the Regional Housing Needs Allocation (RHNA) process. This bill would make funding available for below-market-rate projects and expand the types of development that would qualify as “low-income” housing.
